You can meet the djinni Akabi in the Circus of the Last Days in Rivington in act 3 of Baldur's Gate 3. He operates a spinning wheel, but manipulates the outcome, so that it is not possible to win the grand prize. Unless you find out how he does that...
He uses a Djinni Ring to manipulate the wheel. If you pickpocket the ring from him, you can win the grand prize. Unfortunately the grand prize is that Akabi accuses the group of cheating and transports them into the middle of a jungle, where they are attacked by Chult Alioramus and Chult Alioramus Colossa animals, some kind of dinosaur.
After escaping the jungle, Akabi is still pissed and closes the spinning wheel.
