Belial is one of the bosses that you meet in season 8 of the game. He was also added as one of the endgame bosses. You can summon him in the Palace of the Deceiver. The Palace of the Deceiver is located in the Amber Sands in Kehjistan. As with most endgame bosses you have to fight your way through a small dungeon (in this case the Halls of Deception) in order to reach the place (in this case the Sanctum of Lies) where you can summon the boss.
I haven't seen much of Belial, though. I played a Necromancer Blood Wave build in season 8, which killed Belial instantly.
It costs 2 Betrayer's Husks to open the chest after defeating Belial.
